It needs to be seen against the background of efforts to simplify the basic text of the ACP-EU co-operation agreement. As a consequence of this effort detailed provisions essential to the implementation of ACP-EU co-operation activities have often been relegated to annexes and protocols, or they are left to be clarified by internal guidelines produced by implementing agencies.
